Voya Critical Illness Insurance: ReliaStar Plans, Cancer Rules and Real Employer Examples

Updated November 2026

Key Takeaway

Voya critical illness insurance is a group, limited-benefit plan issued by ReliaStar Life Insurance Company (ReliaStar Life Insurance Company of New York in New York) and sold through employers, that pays a cash lump sum when you are diagnosed with a covered illness such as cancer, heart attack or stroke. You sign up during open enrollment at work, the employer plans we reviewed asked no health questions, and the money adds to your health plan rather than replacing it.

Voya Financial does not put its own name on the policy. The coverage is written by ReliaStar Life Insurance Company of Minneapolis, a Voya subsidiary, and Voya Employee Benefits is the division that sells and services it. In New York, only ReliaStar Life Insurance Company of New York is admitted to issue it.

Because each employer picks its own options, two coworkers at different companies can both hold Voya coverage that pays very differently for the same diagnosis. This guide lines up five real Voya employer plans so you can see where they split, then explains how cancer is paid. To see how a lump-sum illness plan compares with a cancer-only policy, start with our critical illness insurance guide or browse cancer insurance plans you can buy on your own.

Who Stands Behind a Voya Policy and How You Enroll

Voya critical illness insurance standard schedule compared with the Compass module design

Voya critical illness coverage is a workplace benefit. Voya’s own consumer page describes it in terms of a group policy and your employer’s plan, and we found no individual version sold directly to the public.

Every Voya summary we read carries the same warning: this is a limited benefit policy, not health insurance, and it does not count as minimum essential coverage under the Affordable Care Act. Keep your medical plan.

Plan-year check: Voya posts a separate benefit summary for each employer group, and the percentages, amounts and riders change from one group to the next. The certificate of insurance and any riders govern the payout, so the summary for your own employer and plan year is the document to read before enrolling.

Five Voya Employer Plans Side by Side

No single source lines up Voya plans against each other, so we pulled five employer benefit summaries that Voya publishes and compared how each one treats early cancer, skin cancer, coverage amounts and repeat payments.

Source: Voya Employee Benefits Resource Center and employer-posted Voya summaries issued by ReliaStar Life Insurance Company. Your group’s terms may differ.

Two takeaways stand out. First, carcinoma in situ can pay a quarter or half of your benefit depending on the group, which matters because many breast and other cancers are caught at stage 0. Second, the repeat-pay limit ranges from two payments to no stated cap. Plans that say coverage is always guaranteed issue, like the Columbia, Rentokil and Maritz summaries, let you enroll without health questions.

How Voya Pays When the Diagnosis Is Cancer

Voya splits cancer into tiers instead of paying one flat amount.

Invasive cancer. Abnormal cells that have grown into normal tissue nearby or spread elsewhere. Every summary we reviewed pays this at 100% of your benefit amount.

Non-invasive cancer. Tumors that have not invaded nearby tissue, usually called in situ or stage 0, such as DCIS. Pays 25% or 50%, depending on the group.

Limited skin cancer. Basal cell, squamous cell and thin melanoma. Pays 10%, and several plans allow it only once per calendar year with a 10-times lifetime cap.

Thicker melanoma. In a 2025 ReliaStar certificate, melanoma with a Breslow thickness over 0.8 mm counts as invasive cancer and pays at the full 100% level.

The same certificate says nothing is paid for premalignant conditions or polyps, and atypical ductal hyperplasia is not covered. If cancer is your main worry and you want benefits for chemo and radiation days too, a stand-alone policy from the cancer insurance providers we track may fill the gaps a lump sum leaves.

Second Diagnoses, Recurrence and the Six-Month Rule

Voya critical illness insurance timeline for a second cancer diagnosis under a 2025 ReliaStar certificate

Voya summaries say you may receive a benefit for each different diagnosis of a covered condition, but they leave the definition to the certificate. A November 2025 ReliaStar certificate spells it out: a later diagnosis of the same condition counts as different only if it comes more than six months after the earlier diagnosis that was paid.

That certificate also treats non-invasive cancer, invasive cancer and limited skin cancer as separate diagnoses from each other. So a stage 0 finding paid at 25% does not use up the 100% invasive benefit if the cancer later spreads. The older Compass design at ARUP works differently: its recurrence benefit requires 12 straight months free of any covered illness and does not apply to the cancer module at all.

Read the certificate: Recurrence rules sit in the certificate of coverage, not the one-page summary. The key terms are different diagnosis, total maximum benefit amount and the time gap between diagnoses.

Screening Pay, Optional Riders and the Age 70 Cut

Most Voya groups add a wellness benefit that pays a small set amount each year when a covered person completes an eligible screening. Voya lists examples such as a mammogram, flu shot, mental health screening and routine eye or dental exam.

Health screening benefit. $50 to $100 a year for the employee in the summaries we read, with similar amounts for a spouse and a smaller capped amount for children.

Infectious condition rider. Added in July 2022. Can pay on diagnosis of a covered infection and after a hospital stay of at least 20 hours. Not sold in New York.

Mental illness rider. Added in August 2023 for covered mental illness and neurodevelopmental disorders, such as ADHD and autism. Not in all states.

Enhanced benefit option. Also from 2023. An employer can add an extra percentage on top of the 100% base payment for a covered condition, such as cancer.

Watch for an age reduction. Voya’s consumer page says the benefit amount and total maximum drop to 50% on the employee’s 70th birthday while premiums stay the same, and the ARUP plan cuts benefits 50% on the policy anniversary after age 70.

Taking Voya Coverage With You and Filing a Claim

1

Elect portability in time. In the 2025 certificate we reviewed, you have 31 days after coverage would end to choose portability, and you must elect it before age 70.

2

Switch to direct billing. Several summaries say ported coverage stays under the same group policy, billed to you at the same rates.

3

Gather the diagnosis proof. For cancer, that usually means the pathology report and the date of diagnosis from your doctor.

4

Submit through Voya’s claims center. Voya’s site links to an online claims center for critical illness claims.

Company strength: AM Best affirmed a Financial Strength Rating of A (Excellent) with a stable outlook for ReliaStar Life Insurance Company and ReliaStar Life Insurance Company of New York in March 2025.

Pre-existing condition rules vary. Voya’s general page describes a limitation that is generally 12 months from the coverage start date, or six months in New York, while the ARUP plan uses a six-month lookback and six-month exclusion. Compare those terms with the policies on our best cancer insurance policies list before you decide.

Bottom Line

Voya critical illness insurance is a ReliaStar group plan that can pay a strong lump sum for invasive cancer, but early cancer, skin cancer, repeat diagnoses and age 70 rules change from one employer to the next. Read your own group’s certificate, keep your health insurance, and fill any cancer gaps with a separate policy if needed. Our cancer insurance home page is a good place to start comparing.

Voya Critical Illness Insurance — Frequently Asked Questions

➤ Is Voya the same company as ReliaStar?

ReliaStar Life Insurance Company and ReliaStar Life Insurance Company of New York are Voya subsidiaries. ReliaStar issues the policy, and Voya Employee Benefits markets and services it, so your paperwork may show both names.

➤ Can I buy Voya critical illness insurance without a job that offers it?

We found no individual Voya critical illness policy sold directly to consumers. It is offered through employer groups.

➤ How much does Voya pay for stage 0 breast cancer?

Stage 0 cancers such as DCIS fall under carcinoma in situ, which paid 25% of the benefit in most summaries we read and 50% in one. On a $20,000 benefit, that would be $5,000 or $10,000.

➤ Will Voya pay again if my cancer spreads after an early diagnosis?

In the 2025 ReliaStar certificate we reviewed, non-invasive and invasive cancer are different diagnoses. That means an invasive diagnosis after an in situ payment can still qualify for its own benefit.

➤ Does Voya critical illness cover COVID-19?

Some groups list infectious disease requiring hospitalization, and one summary names COVID-19. It required a hospital stay of 5 or more days in a row, and it usually paid 25% of the benefit.

➤ What screenings count for the Voya wellness benefit?

Voya summaries list examples such as a mammogram, flu immunization, mental health screening and routine eye or dental exam. It pays once per calendar year per covered person, up to the plan’s stated amount.

➤ Does my Voya benefit drop when I turn 70?

Some Voya plans cut the benefit amount to 50% at age 70 while premiums stay the same. Your group summary or certificate will say whether yours does.

➤ Is there a waiting period before Voya coverage starts paying?

The 2025 certificate we reviewed listed no eligibility waiting period, but the illness must be diagnosed after your coverage start date. Some groups also apply a pre-existing condition limit of 6 or 12 months.
